City Clerk

The Office of the City Clerk strives to provide high quality support and services to the Citizens of Colton, council members, the city’s departments, and to the general public as a whole. The Office of the City Clerk understands that fostering transparency, maintaining high ethical standards, and upholding the public’s trust is of the upmost importance and can be seen as the central thread of everything that they do.

City Clerk Responsibilities

The City Clerk is an elected official who serves at the will of the people for a term of four-years. The City Clerk has legal responsibilities which are described in California Government Code Sections 40801-40814. 

Responsibilities

  • Attend all City Council Meetings
  • Prepare Minutes 
  • Custodian of the City Seal
  • Administer Oaths 
  • Sign Acknowledgements for certain legal documents
  • Perform ceremonial functions 

Chief Deputy City Clerk

The Chief Deputy City Clerk is entrusted with managing the day-to-day operations of the City Clerk's Office and is the local official for elections, local legislation, the Public Records Act, the Political Reform Act, and the Brown Act (open meeting laws). The Chief Deputy City Clerk is also the Custodian of Records, Notary Public, and serves as the City’s Filing and Compliance Officer. 

Responsibilities

    • Fulfill public record requests in accordance with the California Public Records Act.
    • Accept and process all agreements and contracts, legal notifications, subpoenas, claims, applications for Boards and Commissions, and appeals on behalf of the City.
    • Prepare agendas and minutes for all City Council Meetings.
    • Processes ordinances and resolutions.
    • Ensure public notices are published properly according to legal requirements. 
    • Maintain the City’s Conflict of Interest Code, Maddy Act List and the City’s Municipal Code.
    • Manage the Citywide Record Management System by coordinating the archives and destruction of City records projects per the City’s records management policy and the approved records retention schedule.
    • Serve as the compliance officer for Statements of Economic Interest filings, Campaign Disclosure filings, and AB 1234 Ethics Training requirements.
    • Coordinate and administer fair and impartial municipal elections.
    • Performs Notarial services for citywide documents.
